2.3.1 Creating users for using Ops I
The administrator must first create users for the Ops I system administrator and system development SE, and create and assign groups and roles to them.
Although roles are pre-defined and registered with the type Pre-Installed or Primitive, you can also create new ones.

For customer users, customer registration must be performed prior to user creation. This does not apply to operation managers and operation agents.
