You can use Eclipse to develop these Web Services with the following methods:

• Developing Web Services starting from WSDL
  Create WSDL, and then develop Web Services starting from this WSDL.
  
• Developing Web Services starting from SEI (service end point interface)
  Create the Web Service implementation class, and then develop Web Services from this implementation class.
  
• Developing the Web Service client
  Develop the Web Service client based on WSDL.
