The queueless job job-name failed to start because the OS user OS-user-name for which 1 is set in the UACAdministratorsExec environment setting parameter does not have permission to log on as a batch job.

Places the queueless job job-name in Failed to start status.

Set log on as a batch job in the security policy for the OS user OS-user-name, and then re-execute the queueless job job-name that resulted in the error.
