For a data dictionary LOB RDAREA, reorganize the dictionary tables related to stored procedures (SQL_ROUTINES, SQL_ROUTINE_RESOURCES, and SQL_ROUTINE_PARAMS).

    The most recent synchronization time is displayed. This information is displayed when a backup of an in-memory RDAREA was made.
