Aggregation processing could not be started because the maximum number of concurrent executions was exceeded.
An attempt to start an aggregation process on the manager host failed because the maximum number of threads that can concurrently run (the value of the MAXAGGEXEC environment setting parameter) was already reached.

Revise the value of the MAXAGGEXEC environment setting parameter.
Then, restart the JP1/AJS3 System Control Manager service.
