Check whether JP1/IM - Manager of the event-forwarding relay destination host is running.
Check imbase log file for errors at the same time on the event-forwarding relay destination host and take appropriate action according to the error message.
Restart JP1/IM - Agent service after taking action.
If restarting does not improve the problem, collect the documentation and contact your system administrator.
