If the initial secret has never been issued by the Intelligent Integrated Management Base, issue the initial secret on the Intelligent Integrated Management Base.
If this occurs the first time you start JP1/IM agent control base, review initial secret and reinstall integrated agent.
If not, check that agent is registered in the manager host.
If there is no problem, collect the data and contact the system administrator.
