Make sure that the automatic action definition file does not contain a definition that requests that JP1/IM - Rule Operation enable rules.
Do not configure automatic action definition file to prompt JP1/IM - Rule Operation for a rule-invocation.

Remove the action definition that sets the request to trigger the rule to JP1/IM - Rule Operation, check that-rule option is OFF with jcoimdef command. Then, reload automatic action definition file.
