[Cause] Setup of JP1/IT Desktop Management - Manager is not complete.

[Action] Cancel startup of the JP1_ITDM_Remote Site Service.

[Workaround] After setup of JP1/IT Desktop Management - Manager is complete, restart the JP1_ITDM_Remote Site Service.
