[Cause] The total number of licenses specified in the CSV file exceeds the total number of licenses for the primary management server.

[Action] Cancels the execution of the command.

[Workaround] Revise the total number of licenses so that it is less than the total number of licenses for the primary management server, and then execute the command again.
