Check if the following registry key exists, and if the registry key is set to a value other than 0, set it to 0.

HKLM\SYSTEM\CurrentControlSet\Services\Service-name\Performance\Disable Performance Counters

Service-name is one of the following strings:

PerfDisk, PerfOS, PerfNet, PerfProc, Tcpip
