Suspends the request for alarm table bind settings to the agent indicated by agent-service-ID.

Perform either of the following operations:

If no alarm tables are bound to the agent indicated by agent-service-ID, temporarily bind alarm tables, and then unbind all the alarm tables.
Restart the agent indicated by agent-service-ID.
