service-ID indicates the ID of the Action Handler service to which sending of an action definition failed.

product-ID, alarm-table-name, and alarm-name provide information about the alarm definition for which the action definition was not successfully sent.

The Action Handler might have been stopped. Check whether the Action Handler is running, and restart it if it is stopped. Also, there might be a network problem. Check and, if necessary, revise the network settings, such as the Firewall settings, and then rebind the alarm from PFM - Web Console or restart the Action Handler.
