Make sure that:

The IP address of the connection destination is not included in the local host's IP address list in the jp1hosts information, the hosts file, or the DNS settings.

Binding of remote host IP addresses is disabled in the OS communication settings.
In Linux, if 1 is set for net.ipv4.ip_nonlocal_bind, remote host IP addresses can be bound. If 1 is set, change the value to 0, and then restart JP1/Base or the OS.
