During startup: Continues processing, assuming that CLIENT_HOSTS is not specified in the common definition.

During reloading: Continues processing with the definitions used before the reloading.

Check whether there is sufficient memory in the system. Make sure that sufficient memory is available, and then execute the jbs_spmd_reload command.
