In Windows, check the following and take corrective actions:

• If the action definition file was created using Unicode, this message might appear. Re-create the action definition file by using the language specified in the Language for non-Unicode programs section on the Administrative page in the dialog box that is opened by double-clicking Region and Language in the Windows Control Panel. Then, re-execute the jevlogstart command.
