The logical host (logical-host-name) is not set up to allow JP1/Base administrators to perform operations.
JP1/Base administrators are allowed to perform operations on physical hosts, but are not allowed on a logical host.

Mount the shared directory, and then execute the jbssetadmingrp command with the -s option specified. JP1/Base administrators will be able to perform operations on the logical host.
