Make sure that:

The version of JP1/Base on the host indicated by host-name is 08-00 or later.
JP1/Base on the host indicated by host-name is running.
There is no problem in the network with the host indicated by host-name.
If the communication encryption function is in use, the settings for the communication encryption function are correct.
