Stops the startup or stop processing of the event server.

Make sure that there has been no severe deterioration in OS resources, available memory, or the communication environment. Also, check that the name of the event server of the physical host set in index matches with the host name output by the hostname command. Note that the event server name specified in index is case sensitive.
