The possible causes are as follows:

• The manager is not running.

• The Event Service is not running.

• The processing request load is temporarily high.

• The IM database service is not in operating status.

• The settings of the communication encryption function are not correct.

Take corrective action as follows according to the cause of the error.

• Confirm that the manager is running.

• Confirm that Event Service is running.

• If you are using an integrated monitoring database, execute the jimdbstatus command to check the status of the IM database service of the manager host. Confirm that the IM database service is operating, and then retry the operation.

• If you are using the communication encryption function, check its settings for errors.
