Check to see if the communication encryption function settings have been changed since JP1/IM - Manager started. If they have, restart JP1/Base and JP1/IM - Manager, apply the communication encryption function settings, and then re-execute the command. If the problem is not resolved, use the data collection tool to collect data, and then contact the system administrator.
