Stops loading of the definition file, and does not start the Execute Command window.

Check whether the definition file can be read.
If the file can be read, check the following OS log items to see if a shortage has occurred in other OS resources such as file descriptors.

In UNIX: System log (syslog)
If a shortage has not occurred in any OS resources, use the data collection tool to collect data, and then contact a system administrator.
