The probable causes are:

Setup of the embedded database failed and message KAVS2128-E was output.

The Startup Type of the Application Experience service or Application Experience Lookup Service is set to Disabled.

If setup of the embedded database failed and error message KAVS2128-E was output, see 3. Messages beginning with KAVS (Messages about the scheduler and the common processing) and take appropriate action.
If the Startup Type of the Application Experience service or Application Experience Lookup Service is set to Disabled, change the setting to Automatic or Manual, and then retry the installation.
