If this message is output when no agent process for job execution control has started, a job process started from JP1/AJS3 (including a process started from a job process) might be running.
If you can identify a job process that was started from JP1/AJS3, either wait for the job process to finish or forcibly terminate the job process, and then start the JP1/AJS3 service. If you are unable to identify such a job process, restart the OS to remedy the situation.
