The probable causes are:

• Microsoft ODBC Driver for SQL Server (software required in the same device) does not exist.

• The ODBC file data source specified in the -of option does not exist, or cannot be accessed.

• The description of the ODBC file data source specified in the -of option is invalid.

• SQL Server indicated by the ODBC file data source specified in the -of option is not running.

• Necessary access permissions are not assigned to the account indicated in the ODBC file data source specified in the -of option.

• The SQL Server database specified in the -od option does not exist.

• A dbo schema does not exist in the SQL Server database specified in the -od option.

Correct the error according to the cautionary notes for the executed command, and then re-execute the command.
