1.2.6 Note on using commands in Windows
Using commands in Windows, note the following:

Do not use the 3rd level and 4th level Kanji characters added in JIS 2004 in command arguments. If these characters are used, operation might not be performed correctly.

Before you execute a command that must be executed by a user with administrator privileges, make sure that you open the Command Prompt window as an administrator. Note, however, that if UAC is disabled, you do not have to start the Command Prompt window as an administrator.
