This message is output to the log when an attempt to delete a warning banner message from the security GUI window fails.

Check that the following file exists:

Windows:

<HiCommand-installation-directory>\Base\conf\sec\resource\bannerresource.properties

Solaris: /opt/HiCommand/Base/conf/sec/resource/bannerresource.properties

Linux:
