Possible causes are as follows:

The specified agent or alarm has been deleted.

The specified agent does not support alarm notifications of state changes for each instance.

The response from PFM - Manager is taking too long, or PFM - Manager stopped.

Binds only those agents that can be bound and then terminates processing.

Perform the following:

Make sure that the alarm and selected agent exists.

Check the version of the agent bound to this alarm table, and then try to bind the alarm again.

Wait a while, and then try to bind the alarm again. If the problem persists, check the status of the PFM - Manager service.
