Suspends processing.

Check whether PFM - Manager is running. If it is running, check and, if necessary, revise the values specified for the pfmManagerHost and pfmManagerPort properties in the jp1itslm.properties system definition file. Also, revise the communication environment between PFM - Manager and SLM - Manager if necessary.
If this does not resolve the problem, contact a system administrator.
