Probable causes are:

The logical host name specified in the -h option or the JP1_HOSTNAME environment variable could not be resolved.

An attempt to connect to the authentication server failed.

Terminates command processing.

If the -h option or the JP1_HOSTNAME environment variable contains a logical host name, review the specified value and check the hosts file and other settings. Then re-execute the command.
If the authentication server is not running, start JP1/Base.
