During startup: Terminates registration processing on the authentication server.

Other than during startup: Fails to perform the processing (SPMD reloading, ACL reloading, user addition, user deletion, or user password change) that requires file operations, and terminates the processing.

Check the access permission of the file-name file and change it to the appropriate permission.
