In Windows, check whether the user has the appropriate access permission for the blockade file in the installation-folder\jp1base\conf\user_acl\blockade folder.

In UNIX, check whether the user has the appropriate access permission for the blockade file in the /etc/opt/jp1base/conf/user_acl/blockade directory.

If the problem is not solved, delete the file, and then re-execute the command.
