Make sure that the number of messages queued in the message queue has not reached the system limit. If the number of queued messages has reached the system limit, check and, if necessary, revise the kernel parameters so that the number of messages used by JP1/Base can be allocated.
If the problem cannot be corrected, use the data collection tool to collect data, and then contact the system administrator.
