文字コードがKEIS, IBM_CODE, JEFの場合，単純内容aa....aaはサイズに2以上の値を指定しなければなりません。

- Description
- A value smaller than 2 is specified for the size of the simple content when KEIS, IBM_CODE, or JEF is specified as the character encoding format or individual character code of the simple content.

- Reports the error() method and continues the validation process.
- (O)
- Change the format character code or individual character code to an encoding other than KEIS, IBM_CODE, or JEF. Alternatively, specify a value of 2 or more as the size of the applicable simple content.
